Construction has started on a 2400 MW coal-fired power plant in Dubai – the first such plant in the UAE.

The Hassyan power station is being built by a ACWA Power and Harbin Electric consortium for Dubai Electricity and Water Authority. It is due to be operational in 2023.

DEWA says that it has insisted that the plant “meets flue gas emission limits more stringently than emission limits in the Industrial Emissions Directive of the European Union and in the International Finance Corporation guidelines.”

The ACWA Power and Harbin Electric consortium bid a levelised cost of electricity of $4.24 cents per kW, based on May 2015 coal prices.
